With the deepening development of the urbanization process and the increased demand of travel, the imbalance between supply and demand on Urban Traffic is becoming increasingly prominent. The characteristics of urban rail transit are as follows: large transport capacity, fast, punctual, safe and so on. Urban rail transit has become an important way of travel activities in metropolitan residents’ daily life. The passenger flow in Urban Rail Transit is crowded at certain times of the day(for example in Morning and evening).The traffic jam may bring a series of losses to the passengers more or less(for example long time travel, Inefficient travel and low comfortableness). To this phenomenon, peak price, the solution is presented in this article. It is good to regulate the traffic demand through the "fare" leverage in time and space to ease traffic congestion. And it helps to reduce the peak of the walker’s security risks and the sustainable development of rail transit.For the peak pricing of rail transit, the main work of this paper is as follows:At first, in this paper, three measures are analyzed and evaluated to solve the peak congestion of Urban Rail Transit, and the peak pricing is proved to be the best solution. Then the feasibility analysis of the peak price of urban rail transit is carried out. Next through analyzing the causes of the peak congestion, the principle of peak charge is explained based on marginal cost theory from the angle of economics. And the peak congestion pricing model for Urban Rail Transit is developed. At the same time, the model is extend to the peak congestion pricing model for Urban Rail Transit in multi-class user, city rail transit and bus two traffic modes. And then the example is set according to the actual situation of the road network. The model has been validated in software. The impact of peak congestion cost on the passenger flow has been analyzed. In the study of the congestion charge in the area, the Second-best Congestion Pricing theory is used in the paper. The model of Second-best Congestion Pricing has been built during the peak of Urban Rail Transit in the minimum charge of road areas. And the toll sections and prices have been optimized. For the setting simulation of road network, the model has been validated taking advantage of Matlab Genetic Algorithm Toolbox. And the impact of the different pricing plan has been analyzed on traffic. At last, the article presents the difficult points we may meet in the process and put forward the corresponding solution and the idea of implementation.
