A Study On The Impact Of Undertaking Resarch And Development Offshore Outsourcing To Technological Innovation Ability Of Software Industry

"Much starker choices-and graver consequences-in planning" has put forward the main trends of Supply side structural reforms, and identified that "Innovation is the leading power in the development. It should be placed in the core position of national development." The plan has also put forward that we should enhance the independent innovation ability. At the enterprise level, how to enhance the innovation ability and develop an innovation driven road remain a reality. Among them, the development of global service outsourcing, especially the research and development outsourcing provides a very good reference value to China. Undertaking the research and development of offshore software outsourcing is one of the ways that improve the ability of independent innovation. It’s beneficial to enterprise China’s software company to involve in the global research and development of the software industry and acquire technology and experience, learn the operation mode of international management, so as to improve the innovation ability of software industry in our country.The paper has five parts and mainly focus on our country’s research and development of offshore software outsourcing. Chapter 1 introduces research background, research significance and methods. Chapter 2 is literature review. This chapter studies the theory of R&D outsourcing, absorptive capacity and technology innovation ability. In chapter 3, this paper firstly presents the current situation of our country to undertake research and development of offshore software outsourcing. Based on the last chapter, this chapter also analyzes the mechanism of undertaking offshore software outsourcing’s effects on technology innovation ability. Chapter 4 is the empirical research based on the perspective of technology innovation. This chapter introduces technological innovation as intermediary variables to analyze the effects of undertaking offshore software outsourcing on technology innovation ability. And then analyze the interactive relationship between absorptive capacity and technology innovation ability through the VAR model. Chapter 5 is summary and countermeasures. This chapter summaries the main research results and proposes suggestions to enhance the technology innovation ability of China’s software industry by undertaking offshore software outsourcing.Through the research, this paper made the following conclusion that deserves attention. (1) The impact of undertaking research and development offshore outsourcing to technological innovation ability mainly depends on the technological absorptive capacity. Improving the outsourcee’s technological absorptive capacity can effectively promote the technological innovation ability. (2) During the process of undertaking R&D offshore outsourcing, there is a benign interactive relationship between the technological absorptive capacity and technological innovation ability. Undertaking R&D offshore software outsourcing helps the software industry to form a long-term and sustained innovation ability. (3) Undertaking R&D offshore outsourcing may generate a substitution effect on the R&D expenditure of undertaking R&D offshore outsourcing and reduce the number of R&D personnel in the field of independent research and development, which may make the software industry of our country into the "technology trap".
