Analysis And Countermeasures On Regional Preferential Certificate Of Origin In Shenzhen Area

A certificate of origin is an authorized certificate, attesting that the export goods have been produced, manufactured or processed under the rules of origin. There are four types of certificates, namely general certificate of origin, generalized system of preferences certificate of origin, regional preferential certificate of origin (regional origin certificate) and special certificate of origin. Regional origin certificate, is currently the most common, and is most closely related to tariff reduction and exemption.The issue of the regional origin certificate is the core of fulfilling free trade zones agreements. Having the certificate, companies are able to enjoy the preferential tariff of related importing countries. Also, as an important bargaining chip in the trade negotiations, it can help to achieve the international competition by reducing costs. However, China still has many problems on the application and management of regional origin certificate.In this paper, we are trying to provide new ideas and ways to help companies better use the benefits of the regional origin certificate by analyzing the existing problems of its application in government and companies in Shenzhen area.The paper divided into five parts. The first part is an introduction. In this part, it introduces the background and significance of regional origin certificate research, enumerates the points in home and abroad literatures, illustrates the major research contents and methods, and introduces the research ideas and innovations.The second part introduces the origin and development of regional origin certificate. We list the classification and introduced the general overview of the certificate. Also, we highlights the importance of the certificate, and introduce the existing results in the application of the government policy.In third part,take Shenzhen area as an example,we analyze and discuss the current application problems from both government and companies’aspects.The government has problems including visa joint management and multi agency working manpower shortage,the degree of information,the policy behind the penetration rate is not high,enterprise application problems including certificate reporting staff level should be improved,withdrawal syndrome occurs when there is a lack of enthusiasm, declaration.The fourth part introduces the current application of regional certificate of origin in some developed countries,summarizes some experience for our reference.Including the establishment of a series of detailed and unified standard of origin,clear only one certificate of origin issued by the management mechanism,the establishment of electronic information network verification in the free trade zone,increase the technological content of products in the production process,the legislative level violation reporting companies take strict punishment.The fifth part of the combination of foreign experience,the issues raised in the third part gives the corresponding countermeasures.The government should integrate the management mechanism,increase investment,improve the level of information technology personnel,strengthen propaganda,encourage enterprises to strengthen the reporting staff training,multi pronged approach to reduce the rate of return card check,make good use of preferential certificate of origin to explore new ideas.This innovation of this paper is that the author’s own work relates to the regional certificate of origin,to understand the needs of the enterprise,can get to the regional certificate of origin in Shenzhen area related first-hand data and related legal documents,will help to put forward relative feasible measures.The shortage of the paper is that lacking of situation of other places besides Shenzhen. So the conclusion needs to be verified further more and scope of the study need to be expanded.
