Research On The Utilization Of Free Trade Agreement Certificate Of Origin In Wenzhou

WTO Doha development’s agenda is trapped in difficulties,multilateral trade came to a deadlock,regional economic cooperation is developing rapidly,countries are competitively signing regional free trade agreements.Since 2001,China has entered into the world economic tide through its accession to the WTO.Under the influence of dual background at home and abroad,we have actively promoted the signing and implementation of the free trade agreement.By the end of 2016,14 FTAs have signed.The core content of the FTA is tariff concessions,certificate of origin is the certificate of tariff concessions,is the main means of implementation of free trade agreements.In theory,the export enterprises will actively use the rules of origin,fully enjoy the trade concessions brought about by the free trade agreement,but in fact,Wenzhou export enterprises FTA certificate of origin is only about 20% of the use of free trade agreement Origin preferential policies are not fully effective.Inspection and quarantine institutions as the origin of the visa management department to improve the level of the use of the certificate of origin of the FTA is an important measure to achieve its service functions,but also the construction of China’s service-oriented government’s internal requirements.Based on above background,how to combine FTA’s certificate of origin and use current situation in Wenzhou to search and solve the problems existed in implementation,to study the method of improving implementation,to strengthen the service work of certificate of origin’s visa,to improve the preferential policy of FTA,which are key points of this paper.It is the purpose and significance of this paper to explore the strategic deployment of relying on the work of origin visa service and helping enterprises to improve the quality of export products and consciously integrate into the country "going out".This paper first introduces the concept of free trade agreement,rules of origin and the construction of China’s free trade agreement.Then,by collecting and collating the visa data,this paper analyzes the status quo of the visa application of the export bureau of Wenzhou export enterprises,finds out the existing problems of the visa application of the origin of the FTA,andsums up the comprehensive factors that cause this problem,including the enterprise concept,Personnel,government services and so on.Finally,with the enterprise itself,the visa institution,the national macro as the starting point,put forward some practical needs of the countermeasures and suggestions,highlighting the inspection and quarantine service functions.Especially in the exploration of origin visa management innovation,to encourage the development of professional market consulting firm,and international survey professional consulting companies to cooperate,such as Thomson Reuters,KPMG and so on.
