Community is the basic unit of social management. The responsibilities of community management are not only exercising government functions, but also playing a crucial role in supplying the community public goods effectively, maintaining social stability, improving people’s living standards and building a harmonious society. Effective community management can not be separated from the reasonable financial management mode. As the separation between government and enterprises accelerates, and financial reform is approaching with the introduction of the new budget law, the existing financial management mode of the grassroots community is not able to keep up with the pace of the development of community, so the innovation and reform of the financial management mode of community need to be urgently explored and implemented.This paper selects Shenzhen Pingshan New District community as the research sample, bases on the theory of public goods and financial management, uses the research approaches of comparative analysis, literature research, cross-discipline research and case study, to analyze the current situation regarding community development, the evolution of the funding safeguard mode, sources of funding, responsibilities and organization structure, implementation status of the financial budget, the structure of fiscal expenditure and financial management. Although the mode of Shenzhen community management has certain innovation and makes full use of the experience of community governance in Singapore, it still has problems in terms of financial management, which also exist in the other urban community governance and fiscal management and share some similarities. Through in-depth analysis of current status, this paper has summed up the problems with Pingshan community financial management: funding is not in place, community responsibilities and services are too diversified, the financial management level still needs to be strengthened, there is not enough supervision and publication for the usage of financial funds, and public goods has only single supply mode. The author puts forward the countermeasures from four aspects: firstly, the grassroots community should take reference to the management mode of the responsible budgeting organization, improve the communication channels for the funding demand, draft the annual budget in a scientific and sophisticated way, and at the same time launch the treasury centralized payment system and the government procurement system in line with the public financial reform measures; secondly, the grassroots community should optimize the structure of fiscal expenditure, concentrate financial resources on the promotion of the infrastructure construction, and secure the investment related to people’s well-being in education, medical health, safety and civil affairs. At the same time, it should also reduce the cost of community management and improve the efficiency in fund utilization for cultural and sports activities; thirdly, the grassroots community should enhance the financial management level, formulate standardized financial management documents and internal control system; fourthly, it should draw the social capital with multiple channels, changes the existing single mode that public goods are mainly relying on the government supply and alleviate financial pressure. It is hoped that these countermeasures and suggestions will help to solve the problems occurring in Shenzhen Pingshan New District community financial management process, to improve the community public goods supply and grassroots community financial management system, provides references in financial management to other grassroots community of other cities nationwide, and accumulates the experience in community governance.
