SD-Based Study About Stakeholders Impact On Highway Pavement Maintenance System

With the decrease of newly built road, the highway in our country are mostly in the maintenance phase, and the problem of the maintenance becomes more and more serious. It is an urgent problem that how to make use of the limited fund to highway maintenance process reasonably so as to acquire maximum economic and social benefits. It lacks deepen study on the impact and relationship among the stakeholders in highway maintenance system such as administration department, operator and users at home and abroad.This paper systematically analyze the interaction and long-term and dynamic relationships among stakeholders in highway maintenance system based on the analysis of dynamics and complexities of highway maintenance system, thus helping decision-making on the policies and maintenance plans around the highway maintenance issue. The system dynamic model of highway maintenance system is established combining with the Chinese practical situation. This study is aimed at simulating and evaluating the long-term dynamic relationships of the interactions among the highway pavement performance, operator’s maintenance plans, users’ satisfaction and administration department’s budget allocation scheme for a long time period. The effectiveness and application of the proposed model are demonstrated through a case simulation and analysis of highway maintenance management, which makes some advice and consultation on the decision-making of administration department and operator. The results prove that the system dynamic model of highway maintenance system is more rational and feasible, thus providing a basis for supervision of administration department and maintenance strategy and timing of operator. The managers of administration department and operation can achieve the target by adjustment of the relevant variables and relationships in model in practice according to the specific situation.This paper is not only providing a basis for the decision-making of administration department and operator, but also enrich the application of system dynamics in the field of highway pavement maintenance for the lack of theoretical research on the the relationship among stakeholders in highway maintenance system.
