Poverty Resource Configuration Information Asymmetry Perspective Distress

In recent years, China’s poverty alleviation is remarkable, poverty alleviation tasks can be fully finished and even exceeded. However, in the process of poverty reduction,there are some "real name separation" and capital allocation unreasonable phenomenon.There is a certain contradiction between the full implementation of the resources’ allocation and poverty alleviation training tasks. Given the limited resources of the poverty alleviation, how to achieve the greatest degree of their rational allocation of training resources is the key to enhance poverty alleviation’s effect.Therefore, in-depth exploring the configuration process’ unreasonable phenomenon is very important.Taking H county poverty alleviation projects labor transfer training practice as an example, analyzing the distribution status of their training resources study the plight of poor resource allocation. By analyzing the internal government information and interviews to obtain H County’s overall training resources allocation status nearly three years and determine H County’s allocation of resources for poverty alleviation. The author focuses on the distribution of the control between the government hierarchy and department’s divided characteristics under the "principal-agent" model, and based on this information for further study government hierarchy’s and department’s "name separation" phenomenon and poverty alleviation resources "supply and demand dilemma" under information asymmetry in order to reflect the relationship between information asymmetry and allocation of resources for poverty alleviation.The study found that poverty alleviation resources’ "supply and demand dilemma" include the government hierarchy between resource "supply and demand dilemma", between the government and farmers resources "supply and demand dilemma" as well as between departments. Information asymmetry between government hierarchy’s and department’s is an important factor causing poverty alleviation resource "supply and demand dilemma".Because the distribution of the control is different,there are asymmetric information and target different scenarios for government hierarchy under the "principal-agent" model.Information asymmetry between levels of government and different targets has led to different government action. The central’s right of examination and acceptance to local is very limited and can’t ensure all government hierarchy’s targets to be consistency. The allocation of resources is based on each government hierarchy’s different goal.It lead to that the supply of training resources don’t meet the actual demand.In addition, that the department responsibilities’ division unclear and the department’s set too many restrict the resource supply’s information to communicate between departments.Resource supplying under asymmetric information can’t make training resources coordination between sectors. Intersectoral management system’s diversity, lack of coordination and communication mechanism further hinders the resources’ supply of information sharing and allocation between sectors.
