The household contract responsibility system is a product of rural economic system reform with Chinese characteristics, which has great historical significance to the liberation and development of China’s rural social productive forces. However, with the development of China’s macro economy into the new normal, the traditional agriculture to the modern agricultural transformation and upgrading is imminent. And the development of modern agriculture needs moderate scale and large-scale production as the foundation, which makes the family with a strong color of small-scale peasant economy, is facing enormous challenges. How to change the status of farmers’ small scale production, standardized and orderly promote the circulation of agricultural land, optimizing the market allocation of land resources, increase the income of the farmers become the major issues that the vast number of theoretical workers and policy makers have to seriously consider and study. Under this background, it is necessary to explore the dynamic factors hindering farmers’land transfer,maximize stimulate the enthusiasm of farmers by analyzing the farmers’ willingness of land transfer and the transfer behavior from the micro level.With the theory of institutional change, property rights theory, theory of scale economy and farmer behavior rational hypothesis as the theoretical basis, this paper summarizes domestic and foreign land system change, land circulation status and influence of land circulation factors. Select two villages of Yunmeng County Economic Development Zone in Xiaogan as the research area, and according to the different planting pattern, we divide them into intensive planting area and extensive planting area to be compared. Through the data and research,this paper selects 10 factors in 3 aspects from the head of household individual characteristics, family characteristics and land fragmentation characteristics as independent variables, establish Probit model to analyze which factors affect farmers’ willingness to transfer land, try to explore the dynamic mechanism and constraints of farmers’ land transfer. From the results of model estimation:(1)Whether in intensive planting area or extensive planting area, the factors that affect the transfer out of rural land are much more than the factors that affect the agricultural land transfer in; (2)In the extensive planting area, the factors that affect the willingness of farmers’land transfer are much more than those of intensive planting area; (3)Although setting up three different variables -- contract land area, contract blocks of land, land s index to measure the farmland fragmentation level, but only in the extensive planting area of farmland transfer model, the contract land area and land s index are relevant to the Farmers’ transfer willingness; (4)Overall, the three aspects of the personal characteristics of the head of household, farmer household characteristics and land fragmentation characteristics are all closely relate to farmers’ transfer willingness; separate, because the land planting mode is not the same, the factors that affect the willingness of farmers’ land transfer are not the same.Therefore, it is meaningful to divide the sample area into intensive planting area and extensive planting area.Finally, this paper summarizes the current situation and characteristics of land circulation in the two areas, according to the results of empirical analysis, put forward the countermeasures and suggestions to promote the circulation of agricultural land, to achieve the scale of operation. Provide guidance for local and national agricultural land transfer in the similar planting pattern area.
