Since the reform and opening up, the private enterprises break out enormous vitality under the market economy condition, with high growth rate taking the dominant position of economy. The private economy’s development of Shandong Province, as well as Weifang City, goes forefront among the parallel districts. But in recent years, affected by the international financial crisis, lead to decline of domestic exports, decrease of orders, descent of economic growth, and huge downward pressure on the enterprise. The New Normal put forward newer and higher requirements to the government’s service behavior to enterprises. Local government fighting on the frontline of service for private enterprise’s developing, is the transformation of government functions and building a service-oriented government’s strategic territory. Thus the micro analysis and research on the specific economic environment in local government services of private enterprises behavior is of practicable significance.This paper take Anqiu City-a county-level city of Shandong Province Weifang City as an example, Combining theory with practice, to carry out an positive research on the behavior of local government serving the private enterprise. In temporal and historical perspective, the research describing the current situation of Anqiu City’s local government promoting the development of private economy as a case. Compared with international and domestic local government’s practice and experience, we try to answer the question of "what should be". From there, propose suggestions on improving the current in Shandong Province has reasonable suggestions on improving the typical county government’s service to private enterprises in Shandong Province.The first chapter of this paper is about the research background and significance, research status, and research methods. The second chapter reviews the theory of government mechanism and market mechanism, as the basis of theoretical analysis and positive research.The third chapter is the chief part of this paper. Firstly, briefly introduces the situation of Anqiu City, especially the characteristics of the development of private enterprises. Next gathers and analyses historical information. Go throw the decade from centrally planned economy period, origin from the changes of property right system, forms a pattern of economic development which led by the local government. On this base, the core part of the article presented, that the current practice of local government serving the private enterprise behavior. The structure of the service operation embedding the enterprise life cycle theory founded by Ichak Adizes as a framework, analyses how the government’s behavior works descriptively from the private enterprise enter the market to grown up and decline. The article analyses the work from five aspects, know as investment, approval services, promote the transformation and upgrading, financing services and guide enterprises to fulfill their social responsibilities. In these aspects, the government’s service behavior achieves effectiveness in practice.The fourth chapter based on above analysis of the case, generalizes from point to area, listing the problems and causes that exist in the local government service for private enterprise. Due to the weak foundation of local private economy, the local government acts as market participants to intervene in the economic activities, so as to the expand private enterprise territory rapidly. But at the same time, there are some problems such as imperfect service system, excessive attention on index instead of development, dense relationship between government and enterprise, low symmetry degree of information. All these problems can cause obstructions and adverse impacts in private enterprises establishment and business operation.In the fifth chapter, through literature research on domestic and foreign developed areas experiences, especially study the similar South Jiangsu Province Pattern in development path of marketization via industrialization with Anqiu City. By comparing and using for reference, put forward optimization suggestions for local government service behavior, including consummating policy system, strengthening the economic departments’ functions, involving the third department, improving the scientific service level and unblocking information channel such five aspects. Especially fulfilling the function of non-governmental organizations, such as social groups, industry associations, management consultancies, has great potential. The last chapter is summary and prospect of the article.The author drew this paper based on mass of theories and practical experiences, striving to present a methodical and comprehensive service system in a micro case of local government’s serving behavior to the private enterprise. And by means of theoretical researches and comparative analyses, giving reference sample for analysis, meanwhile proposing opinions and suggestions on accelerating the construction of service-oriented local government.
