At present the corporate society responsibility(CSR) movement gradually becomes an international tide. Domestic speaking, because the private enterprise short of CSR consciousness, the social pressure caused by the unceasing enlargement of the poor-rich disparity which followed by the reform and open-up policy has been gradually transformed to private enterprises and entrepreneurs. So the private enterprise CSR is arousing more and more attention, and the trend of strengthening government supervision also becomes much more evitable. The article puts the private enterprises and government supervising department in the identical platform, and then uses the game theory to analyze the complex relations between them. The author hopes this maybe helpful to speed up the function transformation of the government supervising department, also to supervise the private enterprises to fulfill the CSR even better.This article mainly uses the literature research method, and combines gambling analysis.
