As an emerging type of farming, leisure agriculture is a crossed industry which combines agriculture with tourism and has become an indispensable component of tourist industry and agricultural economy in the new era and a new hotspot of leisure consumption for the public. In recent years, with the rapid development of economic society, constantly increased living quality of people and great improvement in the aspect of transportation between urban and rural areas, more and more people choose to experience farm life, enjoy simple amorous feelings of rural areas and feel cultural education of rural areas in the suburban areas during the period of minor vacations like Tomb-Sweeping Day, May Day, etc. From the perspective of exploiting rural resources, developing agricultural industries and increasing income of farmers, developing leisure agriculture has strong economic, social, humanistic and ecological benefits, which takes on an increasingly strong development trend.Dawa County in Panjin City, Liaoning Province is an important agriculture county which covers an area of 1387 square kilometers with the total population of 400,000. In addition, the county is equipped with a profound foundation in agriculture as a well-known demonstration site of tourism culture. Currently, the economic and social development of Dawa County has entered the accelerating period of macrocosm urbanization. The county Party committee and county government insist on taking scientific outlook on development as the guidance and vigorously implement the strategy of "ecological county and green development". Under the promotion and guidance of national relevant policies, the advantages of developing leisure agriculture in Dawa County are highlighted day by day with great prospects. With regard to the development of leisure agriculture, both domestic and foreign scholars have conducted in-depth studies. However, due to its relatively late start and weak development foundation, leisure agriculture in Dawa County is still in the exploration and learning stage.Based on studying plenty of theories and results related to leisure agriculture, the paper conducts comprehensive studies on the development situation of leisure agriculture in Dawa County, analyzes the advantages and disadvantages of developing leisure agriculture in Dawa County at present and puts forward specific development countermeasures. The results show that the advantages of developing leisure agriculture in Dawa County outweigh the disadvantages. Based on the existing scale of development, the paper raises countermeasures and suggestions on developing leisure agriculture in Dawa County mainly in eight aspects including strengthening government guidance, sticking to scientific planning, capturing market positioning, constructing characteristic industries, protecting farmers’interests, cultivating professional talents, propelling diversified investment and improving environmental awareness.
