Study On The Implmentation Effects Of The Grazing Withdrawal Project In Alxa Right-banner

The policy of returning grazing aims to improve the natural grassland ecosystem, and promote regional social and economic development,which is a the long-term, dynamic and lasting ecological management project.Alxa Right-banner is located in the western desert and semi desert steppe frontier areas, grazing grass typical subject area, and the research of grazing grass policy has important significance to the local ecological protection, economic development and social stability in border areas.This paper take Alxa Right Banner as the research object, using comparative analysis method and time series method carries on the analysis to achieved effect of the implementation of the returing grazing policy since 2003 to 2015.It is concluded that the project of returning grazing to grassland in this area can obviously improve the vegetation status of the local grass pasture, obviously improve the individual income and social economic development, and the social industrial structure can be optimized further,Combined with literature reading, visiting, data collection and inspection, to discuss the existing problems and deficiencies in the implementation of the policy of returning grazing, and put forward some views that broaden the ecological compensation funds raising ways, join the "Silk Road Economic Belt" development, seize the opportunities development of regional economy, sound the pastoral endowment insurance system, enhance the supportting of the the follow-up industry, according to local conditions, innovate flexible and effective grassland property rights system, and when design the follow-up policy,reasonably distribute the policy resources to the boundary herdsman to consolidate and expand the policy benefits, in order to provide references for the new round of returning grazing policy formulating.
