Research On Power Grid Enterprise Performance Evaluation System Based On Dynamic Comprehensive Evaluation

With the further development of electric power system reform, power grid enterprises are repositioned. The assessment only on economic responsibility can lead to the ignorance of their social responsibility performance, and it has been difficult to meet the requirement of power system reform under the existing regulatory and performance evaluation system. Thus it is necessary to rebuild a regulatory and performance evaluation system of power grid enterprises according to the process of the reform.This paper, first of all, analyzed the characteristics and problems of the existing performance supervision system of power grid enterprises, divided their relevant stakeholders as sponsors, users, society, employees, generators and sellers, and clarified the corresponding responsibilities. Based on the above discussion, supervision performance system was constructed in the light of the idea that Energy Bureau is in charge of their social responsibility evaluation and price proposal, SASAC is in charge of their economic responsibility evaluation and comprehensive performance monitoring report, and NDRC is in charge of electric pricing decision. Then the evaluation index system of responsibility fulfillment situation of power grid enterprises for each stakeholder was built. Meanwhile, this paper made an empirical analysis with the collected data of power grid enterprise A and B by Dynamic Comprehensive Evaluation Method based on both time ordered operator and motivation, weighting indexes with combination approach, and compared the analysis results. It is found that A is superior to B at the performance evaluation results when objective and combination weighting method is used. In addition, this paper further improved the Dynamic Comprehensive Evaluation Method based on motivation using time degree and evaluated the performance of the two enterprises.In conclusion, combining the method of literature research and model calculation, power grid enterprise integrated performance evaluation were studied in this paper. To further demonstrate the validity and practicability of the selected theory and the evaluation model, this article took the data of the two domestic power grid companies as sample for research, and obtained the corresponding conclusions, which offers important reference value for China’s power grid enterprise performance evaluation.
