Since the reform and opening-up policy, In the urban labor market of China, the deployment mechanism of market is increasingly prominent and the phenomenon of individual occupational mobility has been the normal trend. However, different from the radical transition of the former socialist countries of Eastern Europe, China has taken the route of the gradual transition under the state power. In the urban labor market, it is mainly reflected in the embedded role of state power in the market, and directly affects the segmentation of the labor department. So in the market, where workers’occupational mobility patterns will be affected and the market power of the state? Or, by the internal labor market which is affected by the mechanism of state power and market, occupational mobility of workers will be varied? This article uses the urban data of China General Social Survey 2008 (CGSS2008), analyzed the occupational mobility patterns and results among the labor departments of the urban labor markets under the background of the gradual transition.The study found that under the double impact of the mechanisms of market and state power, the urban labor market is divided into three diffirent labor sectors. For the informal sector workers lacking the internal labor market incentives, employment income are closely related with career mobiluty. As a result, this workers has the strongest mobility will, but compared with other department, they find it difficult to get into the advanced sectors by the mobility. For those formal public sector workers with market and the state power dual advantage, professional mobility is more likely to break the accumulation of human capital advantage by these workers, causing occupational income is reduced, because many people are also more likely not to adapt to market competition and are more likely to be unemployed after flow.Therefore, though those workers are more likely to get the opportunity to work in senior sector of labor than other workers after the mobility, but their mobility will is lowest, the occupation mobility characteristics and the results of the workers in the formal market sectors is in the middle of the state between these two sectors, and professional mobility experience also won’t bring them directly obvious changes in incomes.In this study, from the perspective of occupational mobility of workers, revealing the structure characteristics of the gradual transformation of China’s urban labor market, the sources of structural inequalities of the labor market in the gradual transform is the both of mechanism of market and state power. Studies suggest that the structural differences, isolation and inequality of labor department will be long due to the gradual market-oriented transition characteristics.
