On the basis of resource endowment, exploitation and utilization, as well as current situation of sustainable development of Xiushan county, this study focuses on mineral, biological and tourism resources which are highly related to resource-based industrial development, and the field survey, quantitative analysis and comprehensive assessment are applied to measure the state of sustainable development of three kinds of resources mentioned above. Meanwhile the resource-based industrial development problems are highlighted, and the developmental strategy ideas are suggested to serve as theoretical reference for Xiushan county regional economic development.Firstly, this thesis first established a criterion of Xiushan county resources sustainable development comprehensive assessment after integrated the researches both in the domestic and foreign country, which includes five stages of resource sustainable development according to the comprehensive evaluated values that are the weakest stage(0~0.2), weak stage(0.2~0.4), general stage(0.4~0.6), strong stage(0.6~0.8) and the strongest stage(0.8~1) respectively.Secondly, according to the characteristics of the mineral resources, the assessment methods of AHP and AVCM are adopted in this study. The four criterion layers, comprised of economic development system, social development system,mineral resources basic system and sustainable development implementing system,are applied to sustainable development integrative assessment of mineral resource in Xiushan county, and 20 indicators such as the proportion of secondary and tertiary industries, per capita main mineral resources, the integrative index of industry economic benefit, disposable income, resource potential, the rate of air quality, the forest coverage rate, annual investment amount of pollution control indicators, etc are selected to make a comprehensive assessment of Xiushan county mineral resources sustainable development. The result reveals that the integrative assessment value is0.664, which suggests the mineral resource in Xiushan county is at strong stage of the sustainable development.Thirdly, in accordance with the characteristics and endowment of the biological resources in Xiushan county, the AHP, Delphi Method are adopted in this study. The four criterion layers mentioned above are applied to the sustainable development integrative assessment of biological resource in Xiushan county, and 21 indicators such as economic benefit of biological resources development and utilization, per capita occupancy of biological resources, utilization rate of biological resources,species diversity, characteristic agriculture biological resources abundance,livestock resources present development situation, wildlife protection, the degree of biological resources protection, etc are selected to calculate the biological resource sustainable development value of Xiushan county combined with the WAM method.The result reveals that the integrative assessment value is 0.679, which suggests the biological resource in Xiushan county is at strong stage of the sustainable development.Fourthly, according to the characteristics of tourism resources in Xiushan county, the 4 criterion layers, composed of the paper established economic system of tourism resources sustainable development assessment, social system, the ecological environment system, are established in this study. Furthermore, 23 indicators such as tourism comprehensive income as a proportion of GDP, the proportion of total employment in workers of tourism, environmental capacity of tourist scenic area,tourism image, brand awareness and influence, the diversity of tourism resources and attractive, ornamental value and cultural value of tourism resources, ecological casual and entertaining value of tourism resources etc. are selected to evaluate tourism resource sustainable development of Xiushan county. The result reveals that the integrative assessment value of tourism resource sustainable development is 0.664,which suggests the tourism resource in Xiushan county is at general stage of the sustainable development.Fifthly, on the ground of the results of sustainable development comprehensive assessment of the three types of resources in Xiushan county as well as the problems of resource industry such as high technology talents in short supply, high pollution and low environmental protection, asset in a high specificity and industry in a low relatedness, advanced industrial development target and residents concepts backward,excess profit and poor infrastructure, lack of the benefit sharing mechanism and system of management system, high quality requirements and low technical content,this thesis suggests that Xiushan county must insist on the resource-based industries development strategies which combine the technology, talents, environmental protection, industries joint, the whole people participation, foundation underpinning,system management, brand construction as well as internet+ together.This thesis established the indicator systems and a criterion for comprehensive assessments of mineral, biological and tourism resources sustainable development.Meanwhile, it adopted AHP, AVCM and Delphi Method to assess the sustainable development of regional resources in Xiushan county. The results shows that theintegrative assessment values of the biological, mineral and tourism resources sustainable development are 0.679, 0.664 and 0.58, which suggest the three types of resources are at strong stage, strong stage and general stage of sustainable development respectively. Finally, the development countermeasures of resource-based industries are put forward according to the research results, which found the theoretical basis for ecological function region construction in Xiushan county.
