Pay secrecy originated from the Western capitalism. In the early, capitalists used it to reduce the cost of human resources and to negotiate salary with employees. But with the foreign companies entering and the globalization deepening, more and more domestic enterprises have begun to continuously explore and implement this system. Based on the relevant literature review and summary, it describes both positive and negative effects of pay secrecy. By conducting a survey of a number of enterprises of internal staff for the survey, it measures the perceived secrecy of enterprises, and explores what effects the pay policy has on perceived fairness perception and pay satisfaction, and discusses if the policy is mediated by distributive fairness perceptions and procedural fairness perceptions.Employees are asked to fill out the questionnaires and 199 valid questionnaires are collected. It gets the following conclusions.(1)Pay secrecy and employee fairness perceptions has a significant positive correlation.(2)Pay secrecy and pay satisfaction also has a significant positive correlation.(3)Distributive fairness perceptions and pay satisfaction has a significant positive correlation; Procedural fairness perceptions and pay satisfaction also has a significant positive correlation.(4)Distributive fairness perceptions and Procedural fairness perceptions play an intermediary role on pay secrecy and pay satisfaction.Finally, in order to make some positive recommendations, on the basis of analysis of results, it proposes that enterprises that implement pay secrecy policy should not ignore the importance of pay equity. At the end of this paper, it sums the limited condition of the pay secrecy policy and puts forward some constructive suggestions on how to adopt the policy of pay secrecy and try out best to make it play a positive and constructive role.
