Food and drug regulation is directly related to the health and safety of the people, the party and the government’s image and credibility. In recent years, China’s food and drug regulatory system continue to improve, in 1998, 2003, 2008 were carried out a series of reforms, in particular in 2013 the Food and Drug administration reform, changing the past, "Kowloon flood control" of the situation, marking China’s food and drug regulatory reform a significant step forward, but also shows the Government attaches great importance to food and drug this major livelihood issues and strict supervision of determination and strength.According to the State Council reform and improve the food and drug regulatory system guidance, Gansu Province in the nation’s first introduced the Provincial Food and Drug Administration "three" provision, re-establishment of the provincial Food and Drug Administration, the first to form a "four in one" and "horizontal-to-edge, vertical in the end, full coverage, no blind spot" of the food and drug regulatory system. But the situation after reform agency operation, at present there are still functional transformation is not in place, there is no regulatory responsibilities have been effectively integrated regulatory performance is not obvious, the organization without further optimization and other issues, the need for further research.This paper focuses on food and drug regulatory reform of the main line, combined with a new round of institutional reform and transformation of government functions, the use of literature analysis, survey research methods, by comparison of before and after the reform of Gansu Province food and drug regulatory system, the current Food and Drug Administration analysis and study of the health system and existing problems, propose recommendations to further improve and deepen Gansu Province Food and Drug Administration System.
