With the rapidly changing modern market economy and the increasingly competitive environment, enterprises must seek to break from the full range of product development, marketing, production and materials procurement, etc., in order to reduce operating costs and improve economic efficiency. Besides, the purchase cost in enterprises, especially manufacturing en terprises, accounts for a large proportion of the operating costs.Therefore, improving purchase decision level can effectively enhance the company’s overall competitiveness, to enable them to face enormous challenges.Nowadays, many enterprises are faced with an increasingly competitive market, and diversified customer needs. To fully meet the needs of a wide range of customers, they adopt a multi-product marketing-production strategy, thus producing a variety of different types products. The material requirements of these enterprises often seem complex, which requires the purchase department to make sure what kind of,and how much material should be purchased, and develop a reasonable ordering policy, accordingly. On the other hand, reducing procurement costs have been an important method for manufacturing companies to reduce production costs and improve important economic benefits. Based on the fully met material needs of the enterprises, how to extract the material demand information for the purchase department for different producing plan, develop a further optimize purchasing decisions to reduce procurement costs and reasonable procurement structure is the main problem with the practical significance of a very important issue of this study. Firstly, procurement issues paper products manufacturing enterprises are facing more of the study, multi-product manufacturing enterprises purchasing department due to the demand for raw materials also face a variety of products, purchase multiple cross fancy job scheduled time, the number of overlapping coverage, which this species issue, this paper direction, namely, integrated multi-product manufacturer of various products of complex overlapping demand for raw materials, clearly and accurately determine product demand for raw materials and programs in order to develop purchase orders.Secondly, with the problem of material needs determination, referenceanalyze previous studies related to material needs determination, to merge andsuperimposed to form a more reasonable lead time interval. And analysis theprobability of scenario of the superimposed material needs periods, in order toavoid the risk out, avoid stock shortages causing economic losses.Subsequently, to determine different requirement period superposition method of interval order optimization decision, different ordering method in the same procurement problem solving often produce different ordering schemes and total costs, so choose corresponding order optimization method for the different needs period, using the principle of rule, with a minimum of total costs as the goal, and shortage risk can accept conditions. In this process, the selection rules of the reasoning and application, make selection process convenient, improve the efficiency of optimization.Then, traverse the feasible scheme the of material requirement period superposition scheme, select order optimization method for each feasible schemes. This process involves scheme, time, ordering method of three dimension, solving process is complex. Therefore, the improved genetic algorithm is introduced to solve this problem, with purchase cost minimum as goal, and the adaptive crossover and mutation operator, crossover process us ing multi-generation method, to adjust the crossover operator and muta tion operator, to exacerbate the population competition, improve genetic algorithm, and develop the computing efficiency of the AGA, and enhance the applicability of the solution. Finally, combine the above theoretical process, analysis, design and development a purchase decision support system, to provide a platform for the implementation of the theory.In summary, the standard main contributions can be summarized as follows: combining characteristics of multi-product manufacturing enterprises’ material demand and the way of material demand periods’ divided- Merge- stack, in order to optimize purchasing scheme and provides a reasonable ordering interval; reasoning the ordering method and produced a selection rule, order optimization methods demand time period selected to provide an efficient and rational way; combines the period to determine the program and ordering method selection rules to improve the genetic algorithm as the media, will be a combination of both, solved more materials production. Enterprises demand periods superimposed merge programs and ordering methods combined result as a purchase order to optimize the decision-making scheme.
