Linguistic multi-criteria decision-making is an important part oftheory and modern science on decision making. It has extensive practicalbackground in engineering design, economic management, and militaryfields, and is now widely used in the investment, project evaluation,programmed election distinctions, factory site, and a comprehensiveevaluation of economic efficiency. As the issue of the ambiguity anduncertainty in decision-making, the information on the weighters of thedecision makers, the criteria, and the time is uncertain, and there exist a lotof the decision problems, in which the assessment value is given withlanguage or the value is not given. So it is important theoretical andpractical significance to study on decision-making theory and methods inthe uncertain environment. Three different languages decision-makingproblems in the uncertain environment are studied, optimization modelsare constructed by different methods, and they are solved by the theoryand algorithms with optimization, the main contents and results are asfollows:(1) The problems of the individual multi-criteria decision making inthe uncertain environment are solved effectively. In view of the individualdecision making with languages, three different methods are takenrespectively to deal with three different situations: First, the method ofPrometheeā…”is used with the direct language scale values, then theoptimal models are constructed with weights, and the objective weightsare worked out; The second method base on the interval linguistic value isproposed. In the situation that the alternatives' preference is given, theoptimal weights are calculated with consideration on both subjective andobjective circumstances; the third method is provided base on thelinguistic value, which is transformed to triangular fuzzy numbers. Forapproaching to the real decision making, it simulates the triangular fuzzynumbers many times, thereby; loss of the information in dealing with thelinguistic value is reduced.(2)Group linguistic decision making in uncertain environment isstudied. Many problems that the scales of language used in variousdecision makers are inconsistent, and the interaction exists between the criteria, and a lot of criteria lead to unreasonable assignment, areencountered in group decision making. In response to the first problem, itis effective to deal with the toss of information by transforming linguisticvalue to triangular fuzzy number. The second problem is due to the impactbetween the criteria, which will affect the ranking of alternatives. Forremoving the impact, the method of fuzzy integral is used. The thirdproblem is that a large number of decision-making criteria are faced ingroup decision-making. Classification of these criteria effectivelycontributes to the rational allocation of weight, and achieves a reasonableranking for the alternatives.(3) The time series of language group decision-making in theuncertain environment is explored. When taking into accountcharacteristics of the time series multi-criteria decision-making, the timefactor is included. In the method of assigment, the weight of criterion, thecriterion value, the location and frequency of single ranking and the matrixof competitive growth are considered. In the method of evidentialreasoning(ER),with the ER algorithm, the belief degrees of eachalternative belonging to each linguistic grade are worked out, and then betransformed into two-tuple which is also the result of aggregating eachalternative. The two-tuple values of alternatives are computed and the rankof the alternatives is obtained.
