With the development of our country urban and rural integration and longitudinal deepening, The construction of our country grows vigorously, It has a large construction enterprise management personnel, As the core competitiveness of construction enterprise, Management personnel quality more and more important, Has become the decisive power of enterprise development. But, on the one hand, is a high demand for management personnel, management personnel quality lags behind in development, on the other hand is for management incentive mechanism is not perfect is not sound. In this paper, based on the incentive theory, combined with the construction enterprise management personnel quality model, the construction enterprise incentive mechanism, the optimization design, has a certain practical significance.This paper for the motivation and quality in the field of it reviews the related research both at home and abroad, expounds the relation between the intrinsic consistency between the motivation and quality, as a breakthrough point, this paper discussed analysis. In this article, through behavioral event interview method to interview construction enterprise management personnel, through the coding quality elements, from four dimensions of construct the competency model of construction enterprises in our country, through the analysis of the model for quality, combining quality with the intrinsic consistency between the incentives, from management personnel selection and training, performance evaluation and training that is based on the analysis of the construction enterprise management personnel quality incentive mechanism optimization solution.
