Study On Optimization Of Dongguan City Leisure Agriculture Development Strategy

Over 30 years of reform and opening up, dongguan from traditional agriculture as the pillar industry of the county to develop manufacturing industry, service industry as a pillar industry of the new city, the agricultural industry share is very small, agricultural output value 3.315 billion yuan in 2015, the added value of agriculture is 2.063 billion yuan, dongguan to 0.33% of GDP.However, as a has more than 190 population of more than 590 administrative villages, more than 920000 rural residents, 57000 agricultural workers,dongguan impossible that there is no agriculture.To promote transformation and upgrading of agriculture and enhance the level of agricultural industrialization and development of integrating production, ecology and life function of urban agriculture, the city issued "the opinion on promoting the development of the urban agriculture", "on several policy measures to speed up the development of urban agriculture", "several policies and measures to speed up the development of city agriculture(way) of these rules and other relevant documents, the financial support and facilities tilted farmland, market cultivation, etc to create a good environment for the promotion of urban agriculture development.Development of leisure agriculture, realize agriculture form is an important content of urban agriculture and development goals, aims to create a batch of leisure agriculture projects, build open up demonstration pilot project of a batch of leisure agriculture,agricultural tourism lines, play a life outside of modern agricultural production function, ecology, science function, help the healthy development of the modern urban agriculture.After years of development, dongguan city, a good momentum of development of leisure agriculture, leisure agriculture project function gradually rich, industry growing, increasing output.But as a result of dongguan agricultural industry foundation is weak,the land policy especially the facilities agricultural land increasingly tightened, dongguan encountered bottleneck of leisure agriculture development.To realize sustainable development of leisure agriculture in dongguan to continuously optimize the current policies and measures to actively resolve the influence of unfavorable factors, to create a a breakthrough for the leisure agriculture sustainable development.In this paper, guided by the marxist political economics, on the basis of the theory of public policy management, defines the concept of leisure agriculture, characteristics, functions and research theory, this paper through examples, comparison, deduction, analysis of leisure agriculture development in our country,the present situation, the trend, the paper expounds the relationship between leisure agriculture development and regional economic growth, analyzes the basic condition of the dongguan leisure agriculture development and challenges, countries（regions） such as Europe, America, Japan, Singapore, Chinese Taiwan and the mainland part of the developed cities in China on the successful experience of the development of leisure agriculture, improve the infrastructure, strengthen personnel training, improve policy support, the implementation of tax preference,etc., to study and put forward how to optimize the dongguan the opinions of the current policy measures for the development of leisure agriculture, explore the dongguan leisure agriculture sustainable healthy development path choice in the future.
