On The Promotion Of Chinese Smart City Construction In The Information Age

In the trend of rapid development of the world economy, accompanied with the rapid development of the city, the emergence of a series of problems have become more serious(such as: the gap between urban and rural, resource depletion, deterioration of the natural environment, traffic congestion, public safety hazards, etc.). International Business Machines(IBM) proposed the concept of smart city, which not only brought the solutions for solving series of problems in the process of rapid development of city,but also offered a new direction for the future development of other cities. Because of this, more and more countries come to accept the idea of the smart city, the worldwide wave of construction of smart city is gradually rise. There are more than 200 cities around the world have plan to construct the smart city, our government is also actively researching and planning the future development of the city. In 2013, the Ministry of Housing and Urban Construction has signed an agreement with the first batch of pilot cities to build smart city. Until 2015, pilot areas of smart city have been as many as 300.Thus, the construction of smart city is in full swing, but the content, scope, methods and other ways of city construction involved still need to further explore, it lacks of maturity of the paradigm for reference in the path and method of selection. If there is no scientific theory to guide planning and practice, China’s smart city construction practice will go astray, hazards and consequences would be disastrous.In this paper, through reading a lot of literature and analying foreign construction model of smart city, at the background of cities’ high informatization, bases on the perspective of new public management, the author attampts to define smart city,explaines the intrinsic meaning and characteristics that smart city contained, combs Xi’an city’s achievements and problems in the process of smart city construction andfurther explores the reasons for these problems. According to the successful experience that foreign countries constructed smart city and combining with the smart Xi’an development characteristics, it proposes targeted countermeasures and feasible suggestions, such as highlighting the Xi’an city’s characteristics in the process of constructing the smart Xi’an, training a variety of short suppy talent, constructing diverse personnel system, strengthening universal awareness of the smart city’s construction system, enhancing the management of Internet security, Establishing technical standards, establishing and improving information security laws and regulations and establishing a market-led and government-led joint mechanism.
