With the rapid development of our economy, the demand for oil is growing. The cost of oil and gas is rising in our oil companies. At the same time, the operation cost of oil and gas almost can’t be reduced any more. In order to meet the requirements of sustainable development and enhance core competitiveness, our oil companies should implement low cost strategy. We should increase investment in exploration and development. At the same time, we should gradually improve our development cost management mode. So we can control the cost of exploration and development and improve the efficiency of exploration and development investment to reach the beneficial maximum.This paper introduces the related theories of target cost management mode, standard cost management mode, strategic cost management mode and reservoir management pattern. These can provide theoretical basis for improving our development cost management model. We compare and analyze the investment management of domestic and foreign oil companies, including organization management institutions, investment decision-making, process control and benefit evaluation. These can provide reference experience for improving our development cost management. In order to solve the problems of our oil companies, we should reform management system, optimize investment decision-making, strengthen process control and attach great importance to benefit evaluation. In order to ensure the successful application of the improved development cost mode, we should Change the traditional concept of investment, improve the mechanism of market-oriented operation, enlarge science and technology investment, Improve the information construction and attaché great importance to the introduction and training of talents.
