Investigation Analysis And Countermeasure Research Of Several Problems In The Construction Market Of Guangdong Province

Construction industry is an important branch of national economy. Its main function includes formatting fixed asset, raising social employment and promoting development of urbanization. Construction industry of Guangdong has made some achievements after three decades of reform and opening-up. However, because of transformation of economic and governance environment, Guangdong construction industry faces many problems recently.Combining with development of the Guangdong construction industry, this paper focuses on the main components of construction market, which include tendering and bidding market, subcontracting market, market price mechanism and governmental supervision mechanism. The research methods include expert interviews, industry research, corporation communication, statistical analysis, and using the mean value and coefficient of variation( CV) to quantitatively analyze.With regard to tendering and bidding market, the main problems are that the bid qualification is not fair, the bid evaluation system is not reasonable, and the existence of the phenomenon of bid-rigging. The reasons of these problems are that the supervision and punishment measures are ineffective, tendering and bidding laws are not perfect, and quality of evaluation experts is uneven. The suggestions are that government should strengthen the supervision of the tendering and bidding process, improve tendering and bidding legislation, strengthen law enforcement and improve the specific operational norms. At the same time industry association should also motivate the enterprises to self- manage.According to the detailed research, the main problems of subcontracting market are that labor market is not standardized, market structure is not reasonable, the existence of the phenomenon of qualification affiliation. The reasons of these problems include low quality of construction labor, lack of supervision mechanism of labor subcontracting market, low industry economic efficiency, defects of market entry mechanism, unreasonable subcontracting policies and regulations, unhealthy tender environment and so on. In order to solve these problems, government should improve and standardize the construction labor subcontracting market, optimize the industrial structure to make reasonable proportion of general contracting enterprises, professional subcontracting enterprises and labor subcontracting enterprises, weaken enterprise qualification and strengthen professional qualification.The problems of price mechanism of construction market include that owners seriously delay project funds, there is a big difference between the quota and the market price, and there is a lack of engineering quota. The reasons of these problems are that engineering quota compilation is lagging behind the construction market, industry legal system is not perfect. This research suggest the government to standardize the project funds payment system, establish the dynamic project cost database.Problems of regulatory mechanism refers to excessive government regulation, low administrative efficiency, lack of supervision of the owners, and the regulatory mechanism is not yet fully adapted to the open market. The reasons include that the focus of government regulation is not prominent, laws and regulations about supervision of owners are not perfect, regulators only pay attention to the supervision instead of service. So this research suggests government to accelerate the improvement of regulatory measures to meet the regulatory requirements of the opening construction market, improve the supervision mode and efficiency of supervision, establish and improve the supervision mechanism of the owners.The clear grasp of these problems, reasons and suggestions is good for us to understand the present situation of Guangdong construction industry and find a breakthrough in reform. Therefore, for the macro policy, this research suggest government should reform construction management mode to release more benefit space, simplify the quality classification to dilute the impact of the quality of the market and reduce the phenomenon of rent-seeking, implement integrated construction project management and project lifelong responsibility system, define the rights and obligations of all participating parties of engineering project, conform to the trend of reform of the transformation from business tax to value added tax, strengthen quality and safety management and establish quality awareness.
