The Study On The Mergence Of State Pension System And Enterprise Pension System

With the constant deepening of China’s aging degree, pension system construction becomes a significant livelihood issue which attracts the attentions of the whole society.At present, there are two different kinds of pension system modes formed in public institutions and enterprises.The pension system of public institutions is called state pension system which is arranged by national finance system, and the system of enterprises is called enterprise pension system which is combined of socially-funded and individually-funded. Double-track pension system leads to many disadvantages. It not only harms the social fairness and justice, and it is not conducive to the rational flow of talents between public institutions and enterprises. Also it is not conducive to the sustainable development of pension system.The object of this paper is the different pension systems in public institutions and enterprises. It analyzes the differences between state pension system and enterprise pension system. Also it analyzes the necessity to merge the two different pension systems with the the scientific outlook on development,Theory of Justice and Pareto Optimality. Then this paper analyzes the reasons why the progress of the pension system reform in pilot areas has been so slowly from 2008. It holds the idea that the resistance of the pilot reform mainly lies in the imperfect supporting system, the unfair reform objects and widespread "free-rider" mentality in pilot areas. The new mergence between state pension system and enterprise pension system should take lessons from the reform in pilot areas. We should rely on the top-level design with the guidance of basic principles in the reform, pushing forward the reform by the authority of laws smoothly. This paper puts forward five suggestions to promote the mergence reform. First, we should set up the same mode of pension system between the public institutions and enterprises which is the combine of socially-funded and individually-funded. Second, we should establish the main and long-term mechanism of pension system and improve the mechanism constantly. Third, we should extend the age of retired staffs in public institutions gradually. Fourth, we should improve the occupational pension system in public institutions gradually. Last, we should build up the system of pension supplementary payment to deal with the reform cost, promoting the healthy,fair and sustainable development of the pension system in public institutions.
