| To further regualize and improve inspection and supervision on projects invested by governents is necessary for both deepening our investment and financing system reform and improve the service efficiency of fund of projects invested by government. Meanwhile, it is good method to evaluate government performance better. Based on comprehensive survey and investigation on current state and method of inspection and supervision on projets invested by government in China and abroad, this paper starts with inspection and supervision on projects invested by government in Dezhou and focuses on the study of typical issues in inspection and supervision on projects invested by government in Dezhou. This paper involves comprehensive and deep analysis on current state of inspection and supervision on projects invested by local government in Dezhou by methods, like documents study, practices analysis, sites invetigation and so on. It commits to combine both theory and practice, history and reality, figures and facts. It puts forward suggestions on how to further regulize and improve inspection and supervision on projects invested by governments against typical issues in inspection and supervision on projects invested by local government in Dezhou.This paper shows novel ideas and methods in the following aspects, firstly, the bidding methods and inspection and supervrision methods adopted by local government in Dezhou in project investment currently; secondly, inspection and supervision procedure of payment and usage of government fund; thirdly, establishment of joint and effective inspection and supervision system; fourthly, further regulization and improvement of project assessment system. |
