| Abstract:The government investment project bidding is the rational use of government investment project funding and the safeguard of the rational allocation of social resources. Practices show that government investment project bidding needs supervision. However, there are many problems in our country current government investment projects bidding supervision system, which make regulatory failure. Based on this, this paper uses the theory of rent-seeking, asymmetric information theory, principal-agent theory, regulatory capture theory and the theory of "governance" together and uses the method of expert investigation, questionnaire survey method and game for studying the government investment project bidding supervision system in China. In this paper, the work and research results are as follows:(1) The paper analyzes the current situation of our country government investment project bidding supervision and regulation of foreign major developed countries government investment project bidding. Through the comparison and analysis, the paper pointed out shortcomings on the government investment project bidding supervision in China and the use for reference in the main developed countries in the government investment project bidding.(2) Through the questionnaire survey to further validate the importance of the problem, the paper analyzes the universal problems in our country government investment project bidding. Think of the regulatory body is most prominent and important, and the second is regulation corruption problems and the problems in the process of regulation, then analyze the causes of problems in depth.(3) The paper put forward the government investment project bidding supervision system of "Dominated by the internal regulation, assist by industry supervision and supply by Social supervision", and select Changsha district as the empirical analysis to further complete the government investment project bidding supervision Suggestions. |
