Research On New-type Urbanization Modes Based On Accessibility

Urbanization is an inevitable requirement of economic and social development. County level urbanization is the focus of the future urbanization development in our country. The traditional Chinese urbanization mode is no longer suitable, which is high input, high consumption and high emission. It is necessary to explore a new-type urbanization mode that is green, saving and sustainable. Easy access to resources and resource variety are more conducive to the development of local economy. So, the selection of urbanization should depend on local conditions. This paper presents a county level urbanization mode selection method, mainly according to the accessibility of all resources. As an example, the data of Guizhou province are used in the model to calculate the theoretical appropriate urbanization mode of each county.Resource accessibility is the difficulty degree to overcome steric hindrance to reach the specified destination. The higher resource accessibility, the easier to develop and make use of resources and lower use cost, leading to create greater economic value to promote regional economic development. Using resource accessibility to divide is more scientific and rational. Classification method of resources is made from urbanization factors, and the possible new-type urbanization modes are summarized from urban development situation and development characteristics of the region. Different new-type urbanization modes require different resource accessibility, and the level of resource accessibility will influence the choice of urbanization modes.Guizhou province is economically underdeveloped regions, with mountain specialties, underdevelopment, scarcity of resources, beautiful environment, ethnic culture and so on. In recent years, the government has increased the development and construction of the Guizhou province. It is the significant opportunity to develop.The nine main resources include: land resource, environmental resource, mineral resource, agricultural product resource, educational resource, medical resource, transport resource, labor and capital resource. These resources are further divided into three categories according to the flow of resources, which is fixed resources, variable resources and liquidity resources. Resources change their position by traffic, so transport accessibility is the foundation of the calculation of accessibility. And then calculate the other eight kind of resources accessibility, based on the result of transport accessibility. Transport accessibility also contains three parts that are road network density, road grade and the number of road joint. Five possible new-type urbanization modes include: agricultural type urbanization, industrial type urbanization, transportation and logistics type urbanization, eco-tourism type urbanization and integrated metropolis type urbanization. Each mode has the appropriate conditions and development priorities. Urbanization mode selection model refers to generalized assignment problem to establish a planning model. The result shows that the theoretical appropriate urbanization mode for each county, maximizing the interests of the whole province.Finally, based on the research results, the paper suggests that, when making regional urbanization development plans, the government should have a holistic perspective, considering to maximize the overall interests. Put resources accessibility as an important reference, according to local development status and characteristics, and take into account the complementary advantages, division of labor, and then select the appropriate mode.
