As the development of Hebei Iron and Steel Industry in stimulating economic growth, a variety of problems emergence at the same time, such as low economic efficiency, lower product level as well as environmental issues. Faced with the requirements of practical difficulties as well as policies, Hebei Iron and Steel industrial transformation and upgrading of the necessity and urgency will become increasingly prominent.In this paper, the object of study, mainly from the point of view of macro and micro analyze the steel industry in Hebei Province using PEST analysis of the macro level about the overall situation of the steel industry in Hebei Province; micro level are analyzed mainly from the investment, technology innovation efficiency and industrial structure three aspects of the current development of Hebei’s steel industry empirical. Analysis results are as follows: Based on the trend of investment "herding" test, come to C hina’s steel industry to follow suit widespread over investment, which is a major factor causing overcapacity; by using DEA’s BCC model, super efficiency model and Malmquist model to analyze the Hebei Iron and steel industry innovation input and output efficiency, found that technological innovation ability of Hebei’s steel industry did not fully achieve DEA effective, the technical level, management level and economies of scale are to be further improved; utilization factor analysis of industrial structure will be described first indicators into performance indicators, rationalization and Advancement indicators index, by the process of extracting the main component of the provincial steel industry structure horizontal comparative analysis found that there is still a gap compared with the Hebei province with the highest overall score, mainly reflected the performance of industry, environmental issues and in terms of product structure.
