The main purpose of this paper is to study whether the eastern part plays a promotion role in the innovation ability of the central region and the western region,and to studyon how the factors influence the innovation capability of electronic and communication equipment manufacturing industry, under the framework of Regional Innovation Capability created by Furman. This study can provide information and ideas for various regions of our government departments, help them make the formulation of economic policies in line with its economic development.Domestic scholarshas done some research in innovation capability of electronic and communication equipment manufacturing industry.Domestic scholars did not have research in calculating the amount of inter-regional knowledge spillovers in Electronic and communication equipment manufacturing.The method of calculate the amount of inter-regional knowledge spillovers in other field is inconsistent with the current situation. The author of the paper has done the work as follows:(1) Improved the method to adapt the new situation.Using new methods do Empirical research.(2) Research on electronic and communication equipment manufacturing industry innovation factors. Based on the basic knowledge production function, taking into the inter-regional knowledge spillovers, the author established a new Knowledge Production Function, which is in line with the article.(3) Do empirical studies in 29 provinces except Tibet and Qinghai provinces, using basic knowledge production function model and expand knowledge production function model of panel analysis, using 2000--2013 years of panel data of China’s electronic and communication equipment manufacturing.The empirical results show that: Endogenous innovation effort greatest impact on innovation. Endogenous innovation effort for each additional 10%, corresponding to an increase of 8% innovation, where the cumulative impact of R & D investment in innovation is greater than the impact of R & D personnel on innovation. Industrial structure, specialized agglomeration of China’s electronics and communications equipment manufacturing industry has positive impact on innovation, but the diversification of agglomeration has no significanteffect on innovation.Knowledge spillover, import tradehas a significant role in promoting China’s electronic and communication equipment manufacturing. To further study regional knowledge spillover impact on China’s equipment manufacturing industry innovation capability of electronic and communications, this article do expanded knowledge production function panel analysis in eastern, central and western regions.The empirical results show: inter-regional Knowledge Spillover from eastern to the central region has a significant promote impact on the innovation of the central region. While it is not significant for the western region of China.(4) Conduct panel regression analysis on eastern, central and western region of China, conclusions as follows: R&D investment and R&D personnel played a key role in innovation. Specialized agglomeration have promoted the creative ability of eastern and western region of China.Regional knowledge spillover can promote the creativity of the central region of China.(5) Providing policy recommendations fromaspectsofstrengthening R&D investment, personnel training, increase high-end complex and improve the capacity of undertakingeastern industrial transfer of the central region and the western region of China.
