Environmental pollution includes water pollution, air pollution and solid waste pollution.Meanwhile, industrial waste, industrial emissions and industrial solid waste pollution are major component of pollution. Therefore,studying the environmental pollution has great significance of promoting the reasonable advance of industrialization and urbanization.Now our country has two main ways of industrial pollution treatment: The first one mainly refers to the end of the treatment through the reuse of pollution emissions;the second one is the front defenses by controlling pollution emissions, mainly through the introduction of advanced technology. Environmental pollution control investment and enterprises ’ technological innovation are the two most common measures of pollution prevention. They are important for curbing the increasingly serious environmental damage and pollution. Meanwhile, Largely our country’s unreasonable economic structure becomes the main cause of rising industrial pollution.We need to recognize the relationship between industry structure and environmental pollution, and promote the optimization and upgrading of industrial structure.This paper studies effect of pollution effect using qualitative and quantitative methods. Firstly,Use the urbanization amount of China’s 30 provinces from 2004-year to 2013-year divides our country into seven regions by cluster analysis. Select the provinces which are the most close to the regional average of the level of urbanization as the typical representative, comparative analysis of the correlation between urbanization level and the degree of environmental pollution. And then establish the panel data econometric model to research the different impacts of industrial pollution emissions by four factors including wastes pollution control investment,the rate of urbanization, industrial structure and the R&D spending. We found that the pollution level and regional urbanization rate has obvious positive correlation. The overalleffect of the investment of environmental pollution control on industrial pollution emissions is weak, and which has the different effects on industrial "three wastes" pollution control. Enterprises ’ technological innovation inhibit the emissions of industrial solid and waste emissions, but has weak impact on the emissions of industrial waste water. Compare the affect of the efficiency of the pollution investment, enterprises’ technology innovation has strong affect on pollution control.Therefore, in the defense stage the company playes a key role in technological innovation. There are significant regional differences in efficiency of the pollution control, for the area which has highest or lowest level of urbanization,enterprise technology innovation has effective consequences on the environmental pollution, but for the the region which has lower urbanization,the enterprise technology innovation effects have not appeared; In the middle region,the pollution management action are effective. Combined empirical results, the paper proposed corresponding policy recommends including: to promote urbanization process with continued health and little city development pressure; moderately increase environmental funds input, improve enterprise pollution emissions cost; Attention front-end defense,increase R&D funding input; Take different targeted measures to improve pollution governance efficiency according to regional city development of different features.
