| Nowadays, eastern manufacturing transferred to central and western regions(inter-regional transfer of manufacturing) phenomenon in the ascendant, such as Zhejiang textile and garment industry is gradually transferred to Henan; Kunshan laptop processing enterprises have gradually transferred to Chongqing. Manufacturing inter-regional transfer, not only can improve the development scale and level of industrial acceptance region, but also provide a higher level of industry development space and resources for industrial roll-out region, to constitute the basic conditions of the national value chain(NVC) extending. Meanwhile, with the roll-out region of our country to research and development, design, marketing and other value chain growth,global value chains(GVC) in all sectors to some extent presents new space remodeling. National value chain is usually deeply embedded in global value chains;it is difficult to separate the global value chain. How global value chain restructuring and the national value chain extension based on the perspective of manufacturing under the inter-generational transfer area(referred to as "double-chain") the degree of coupling? It put forward this topic research task for us.Based on the theory of industry inter-regional transfer, the global value chain and the national value chain, we analyzed the manufacturing industry of China’s current inter-regional transfer status, characteristics and dynamic mechanism, and then analyzed the process of extension of the national value chain and reconstruction of the global value chain which manufacturing inter-regional transfer could improve. This paper discussed the coupling mechanism between the global value chain and the national value chain based on tolerance and embedded, cooperation and competition,independent and dependent of them, and measured the level of the eastern and western regional manufacturing embedded double-chain(eastern roll-out region Zhejiang province and central undertake region Henan province as an example) by Hummel’s vertical specialization index, from the Angle of the horizontal and verticalindirectly reflect manufacturing inter-regional transfers as a result of the coupling relationship between double chain. The study found that from a lateral view, the average manufacturing in Zhejiang province into global value chain is much higher than in Henan province, Manufacturing industry in Henan province in 2007 into the domestic value chain is less than in Zhejiang province, in 2012 in Henan province was cut to the extent of the value chain in Zhejiang province has more than domestic.Although in Zhejiang province and Henan province cut into the value chain of national manufacturing level were higher than to the degree of the global value chain,but embedded double chain of Zhejiang manufacturing industry level gap is smaller than in Henan province, which can explain that Zhejiang province than those of the division of Henan province in the domestic and international division of labor into relative equilibrium. From the vertical perspective, the manufacturing industry in Henan province into the national value chain basically did not change much, and is affected by the factors continues the Zhejiang export-oriented manufacturing industry transfer, the manufacturing industry in Henan province deepened significantly cut into the global value chain; The degree of manufacturing embedded in Zhejiang province double chain are dropped. Zhejiang province and Henan province manufacturing embedded two chain structure change reflect the different period due to the result of the industry transfer and industry policy adjustment. Finally, this paper from three aspects of government, enterprise and industry association respectively on how to build the positive interaction mechanism of central and western areas of mutual benefit under the national value chain mechanisms as well as the national value chain and the global value chain win-win mechanism, and put forward some corresponding policy suggestions. |
