The market has a positive leading role in guiding.Guangdong province is the pioneer of China’s reform and opening up, and the highway construction and operation of a higher degree of market area. This paper takes Guangdong province highway toll collection network as a case study, focuses on the process by way of franchising confirmed Guangdong United electronics company, public service marketization.But it is difficult to understand why Guangdong people on the highway still prefer to pay cash in the way? In this paper, the perspective of standing in the public service market, analyzes the problems and causes of the emergence of Guangdong highway toll, and try to give the corresponding policy recommendations.In the process of marketization of public services, the first is the existence of government regulation of the industry, followed by the enterprise itself has deviated from the nature of the market, the lack of competitive vitality. The lack of government regulation led to the industry standard is unknown, in addition to protect the highway networking service market, a new model of good operation, the government introduced a franchise policy. When the market model is becoming more and more mature, the franchise mode makes the enterprise gradually appear the service mode is backward, the technical innovation is slow, and the public service quality is low.In view of the plight of high-speed networking charges in Guangdong Province, the government should play the role of supervision and guidance, improve the corresponding policies and standards, and strengthen supervision after the operation of the public service market. At the same time, we should break the barriers of franchising, promote the sustainable development of market competition, so that the public can enjoy a better public service.
