Personnel allocation plays a core role in the enterprise human resource management.With fast growth of the domestic economy in recent years, labor cost is gradually rising year by year. In the meantime, as digital manufacturing and automated production technology have found wide application in China’s aviation manufacturing industry and the production scale is continuing expansion, to better survive in the tough competition, the aviation enterprises have clearly realized that strengthening the internal management, streamlining the enterprise organization structure properly and utilizing the human resources comprehensively and completely for better increase of human resource utilization rate are helpful to the enterprises for better survival and development in fierce competition. Also, doing so is important for the enterprises not to be weeded out in the market. How to optimize the human resources and streamline the organization structure and how to allocate human resources in a reasonable way? There is no doubt that scientific personnel allocation is one of the most urgent issues to be solved for the enterprise.This papar takes an Aviation Company as study object and establishes a corresponding personnel allocation model after clarifying Company’s production line post demands by using practical method and calculation method of personnel allocation of workers and operators in production line. Based on a huge amount of historical data and comprehensively analyzing tasks, equipment utilization and post stations of the production shops in the next year, the allocation demands for workers and operators in production line of the Aviation Company’s production department. Simultaneously, in consideration of human resources information status and personnel allocation target in the Aviation Company, an exact demand and model design plan is raised, which realizes development of personnel allocation function and solves the issue of combination with the real data of production task under the existing conditions. The implementation of human resource system helps to achieve the expectation target.The study is of great significance for guiding systematic personnel allocation in the enterprise and at the same time offers reference for system development of human resource in the manufacturing industry and provides theoretical guidance for updating the personnel allocation theory and new management thinking.
