International new ventures are emerging in the world, and playing an increasingly important role in the development of emerging economies. Under the circumstances,international new ventures how to get rid of disadvantage to survive and seek long-term development has become an important issue. Scholars have reached a consensus that explorative and exploitative learning will help improve competitiveness. Therefore, how to balance the learning methods become the key of international new ventures to get survival and development. Based on life cycle theory, this paper discuss the mechanism between international new ventures performance and the learning methods in the context of emerging economies, and fully discuss the impact of the home country institutional environment on this relationship.This paper took 177 Chinese international new ventures as sample date, get the following conclusions: Exploitative learning as the dominant is a rational choice for international new ventures in resource-limited situations. Exploitative learning is the basic safeguards for international new ventures to get survival, and explorative learning provides the possibility to get further development. Explorative and exploitative learning interact each other, which is more conducive to survival performance and growth performance. International new ventures rooted in the special environment of the home country institution. Institutional Uncertainty weakened the contribution of explorative learning to growth performance, institutional diversity vice versa. And the interaction effect of the learning methods is not affected by the home country institutional environment.The main innovation of this paper lies in the following aspects. First, existing research generally recognized the importance of knowledge and learning for enterprises to gain competitive advantage, this article expand in this area, proposing how to balance the learning methods is the key of international new ventures to get survival and development. Second,existing research focuses on the external environment which is the key factor to affect organizational learning effectiveness, but fewer noted that the regulation of institutionalenvironment, this paper finds that different characteristics of home country institutional environment has a different impact on the learning effectiveness, thereby contributing to the study of this genre.
