Because the compliance rate of our urban environment is still non-optimistic and the pollution incidents have occured more frequently in recent years,environmental regulations become the important means for environmental protection.Considering that the regulations can make impact on industry performance while decreasing environmental pollution,it is critical to study the impact for the development of Chinese heavy pollution industries.Based on the SCP theories,this paper has analyzed the influence path from environmental regulations to the industry performance.The regulation effects can be summarized as three kinds of paths.One is direct production costs effect,the others are indirect enterprises entering effect and indirect technology innovation effect.Then,this article has chose eighteen industry samples that have high waste pollution and established three assumptions and three models.By the 2003-2013 statistical data and the solid panel analysis,this paper has tested the impact of environmental regulations on the cost expense,enterprises entering,patent applications and the rate of return on assets.The results conclude that,environmental regulations can form a barrier to enterprises entering by increasing cost expense and essential capital amout.The innovation compensation effect can be realized on certain conditions.The third models show the negative effect of environmental regulations, indicating that,the innovation compensation effect is still not enough to cover the cost effect and the enterprises entering barriers effect.According to the analysis,because the enterprise scale,capital investment and the propotion of state-owned capital show significant meaning in environmental regulation model,this paper has given several suggestions to improve the development ability of Chinese heavy pollution industries.
