Jilin Province Government Statistical Data Quality Evaluation Research

Statistics are important basis for management and decision-making by the government, data quality is the life of the statistics. In recent years, with economic development and degree of information transparency is higher and higher, the statistical data is becoming more and more get the attention of the social public, at the same time, the question of statistics people more and more, some academics and the media also questionable for the authenticity of Chinese statistics. How to using rigorous diagnostic methods, the official statistical data quality assessment in our country, especially to the local statistical data to evaluate reliability and coordination, has the important practical significance.This paper generalizes the related literature, the research on data quality evaluation method has carried on the induction and comparative analysis, determine the research methods of this article, in Jilin province GDP statistics quality research as a starting point, from regional GDP data own development regularity and regional GDP data with other data to coordinate matching relation between two aspects respectively to assess regional GDP data quality. First of all, their own development regularity from regional GDP data, collected from 1978 to 2014 in Jilin province GDP annual data, and elimination of the influence of price, the two time series models to analyze regional GDP data quality, according to the results of Jilin province GDP in 1980-1990 data accuracy is relatively low, especially in 1987 and 1989, deviating from the official data, respectively, 7.23% and 7.67%, from 1991 to 2014 in Jilin province GDP credibility is higher, the accuracy is higher also. Secondly, this paper argues that regional GDP data quality can through the relation with other statistical indicators data inspection and thus collected from 1978 to 2013 in Jilin province employment population and the whole social fixed assets investment data, by using the nonlinear model of regional GDP data quality of empirical analysis, the analysis results show that from 1983 to 1990 in Jilin province GDP data accuracy is low, especially in 1986 and 1989 respectively were 10.31% and 9.16% deviation from the official data. Finally, in the measurement based on the results of analysis, the data quality comprehensive evaluation method is adopted to evaluate Jilin province regional GDP data, measuring data quality composite scores, the results show that 1983, 1987, 1988, 1989 and 1987 the comprehensive score of 5 years is not up to standard, less than the critical value of 0.59 points.According to the results of empirical analysis, this article from the perspective of the users of the data, causes of problems, and put forward the corresponding countermeasures and Suggestions, for China’s local government statistics reform and provide reference for local government statistical data quality assessment system in China.
