A Study On The Act Of Government In Creating An Innovative Entrepreneurship Environment In Shishi City

To accelerate and promote the building of an innovation-oriented country and to achieve the development driven by innovation, “mass entrepreneurship and popular innovation” have become a new trend. In this scenario, it is of great theoretic and practical significance to study the government’s role in creating an environment for innovative entrepreneurship in order to boost the comprehensive development of small and medium-sized enterprises on economy, society, technology, etc. The reasons are listed as follows. First, it will be beneficial to improve the theory of government’s functions in scientific and technological management. In addition, it can provide basic statistics and references for decision-making to the government to give impetus to innovative entrepreneurship in the whole society. Last but not the least, it makes contribution to accelerate the transformation of government’s functions,to optimize government’s functions and to facilitate the generation of innovative entrepreneurship in the whole society.Currently, Shishi is in the face of the difficult condition in which the talent is outflowing and the competition between this city and others is increasingly keen.Under this background, it is an important goal for the government of Shishi to create favorable surroundings for innovative entrepreneurship in the whole society, to support the development of micro, small and medium-sized enterprises and to forge a new engine for economic development in virtue of the national trend—“mass entrepreneurship and popular innovation”. This paper takes the act of the government of Shishi in building an innovative entrepreneurship environment as the main research object, investigates the current situation of the environment, the act of the government and its results, summarizes the problems of the government in creating the environment and provides corresponding strategies by borrowing relevant experiences at home and abroad.Based on the conditions and advantages of Shishi, this paper offers optimizing suggestions on the act of the government, which will be a novel attempt in terms of cultivating innovative culture and accelerating the generation of dynamic situation of“mass entrepreneurship and popular innovation”.
