A Study On The Supporting System And Policies Of Local Government For Entrepreneurship

It has been proved by theory and practice that entrepreneurship is the most dynamic part of economic activity. There exists positive correlation between the entrepreneurship and economic growth or employment expansion. So encouraging entrepreneurship and cultivating consciousness of starting one's own business are the sources of a country to develop sustainable economic and keep economic vitality. In recent years, China attaches great importance to the entrepreneurship. The report to the seventeenth national congress of the communist party pointed out clearly that "Implement a development strategy that promotes job creation and encourage entrepreneurship to create more employment opportunities, and put encouraging and supporting business startups on a higher place." In fact, promoting entrepreneurship is an important strategic decision based on the summary of our party and government's experience about the development of economic and society in recent years. Under these situations, it has important realistic meaning to choose entrepreneurship as the research subject.Based on the thoroughly studing on entrepreneurship system and mechanism of promoting policy, this paper constructs the framework of the entrepreneurship promoting policy and supporting system, puts forward its evaluation index system. Some significant conclusions are obtained on the basis of the evaluating the venture status of Wuhan city. The main contents of the paper are as follows:(1) The basic framework of government-supporting type entrepreneurship system. The paper defines the connotation of entrepreneurship and its supporting system, and puts forward that the Government-Supporting entrepreneurship system contains four basic elements:entrepreneurship environment, entrepreneurship market, entrepreneurship subject and supporting policy for entrepreneurship. A study is carried out on the development path of the government-supporting entrepreneurship system:from the extensive to intensive, from individual entrepreneurship to industry cluster venture. It poits out that local government should give more and more support and guidance because of the closely interrelation between entrepreneurship system and regional economic development:Entrepreneurship system promotes regional economic development while the regional economic development promoting the construction of the entrepreneurship system.(2) Studying on the entrepreneurship policy support system. The paper compares the Chinese government-supporting entrepreneurship policy with the aboard, analyses the government-supporting policy of America, British for entrepreneurship. It puts forward the suggests for government-supporting system for entrepreneurship of our country: advancing the national entrepreneurship long-term effective mechanism, cultivating entrepreneurial culture, improving the way of government supporting system, constructing the venture centers, setting up the docking platform of entrepreneurship program, and innovating financ service mode and product.(3) The government-supporting type entrepreneurship system structure and its verification. Through consulting literatures and based on the empirical research, the paper concludes the connotation, dimension and the system structure of the entrepreneurship policy, entrepreneurship culture, entrepreneurship support and entrepreneurship vitality. The evaluation index system is constructed and the evaluation index is verified.(4) Research on evaluation of government-supporting entrepreneurship policies. In this paper, the main index of entrepreneurship performance is entrepreneurship vitality. The paper analyses the intension of entrepreneurship vitality, the mechanism how the entrepreneurship culture, entrepreneurship support and entrepreneurship vitality affect entrepreneurship vitality. The performance-motivation model of Government-supporting type entrepreneurship system is construced.(5)The empirical analysis of supporting system for entrepreneurship of Wuhan government. Based on the government-supporting type entrepreneurship system structure element, the index system is constructed, and a questionnaire survey among the national ventures in Wuhan city is carried. The results are analized by the means of the SEM, and the government-supporting entrepreneurship policy system is designed.
