Research On Development Of Industry Cluster And Governmental Management Mode In Wenzhou

Since the reform and opening-up, Wenzhou has already formed 12 light industries with distinct regional characters, such as shoemaking, garments, lighter, glasses, button, etc. These industry clusters are leading the development of regional economy in Wenzhou. However, concerned with the present situations, it is easy to find a lot of problems with the development of industry cluster in Wenzhou, including the low level of clusterization, the lag of public services and the lack of innovation. Nowadays, with the influence of upgrade global economy, it will be an important project and a burning question to seek more reasonable governmental management mode for developing the leading and driving effect of Wenzhou Municipal Government and promoting the development as well as upgrading of Wenzhou industry cluster.The thesis is based on the current situation of Wenzhou industry cluster, sum up and generalizing the industry cluster development theories from domestic and abroad. It also summarized and analyzed the developing course of Wenzhou industry cluster, emphases on the important effect of government on the industry cluster development, in order to find the solutions for promoting the development of Wenzhou industry cluster and the corresponding reasonable management mode for Wenzhou Municipal Government, and also offering relevant policy advice.The thesis analyzed that throughout the history of industrialization led by government, they should developed it energetically as an important public policy. To follow the developing law of industry cluster, many factors should be seriously considered, such as social history, cultural tradition, industry foundation, specialized division of labor, professional market. The government ought to aim at industry cluster of different style, at different period, and to perform different functions. According to the current situation of Wenzhou industry cluster, Wenzhou Municipal Government should select reasonable policies and management mode, and offer sound sophisticated public goods as innovation networks, information, R&D and design center. At the same time, to optimize these policies and management mode with the developing movement of industry cluster.
