With the increase of global climate change and human activities, the floods loss are worsening, flood vulnerability studies are the current research focus. Vulnerability assessment as an important part of flood risk assessment plays a crucial role. Papers combined with socio-economic factors and natural geography of Chaohu basin, the establishment of various types of asset classes vulnerability curves constructed flood damage assessment model and vulnerability assessment model, a probability of exceedance-loss curve, Chaohu basin flood vulnerability and risk evaluation. Provide the basis for disaster prevention and sustainable development of Chaohu basin.The main conclusions are as follows:(1) The map of submerged has been made through GIS technology to simulated the areas where were submerged by the floods in2009. As can be seen from the submerged range of Lujiang county, He county and Wuwei county is larger(2) Building vulnerability in Chaohu basin, the property type curve, calculated from various types of property loss, forestry and fishing, building structure and interior property, industry and commerce, transportation,communications and water conservancy and hydropower engineering facilities of 4types of property loss value, respectively, 585.49 million, 251.48 million, 55.3 million,251.48 million yuan. Wuwei county, Hefei city, feidong county property loss is most serious, were 101.94 million, 99.75 million, 88.87 million yuan.(3) Analysis on the influence factors of flood vulnerability correlation showed that the Chaohu basin flood vulnerability and population density, also assumes the inverse correlation between the GDP.(4) Based on DEA method, flood vulnerability assessment model is established, the Chaohu basin flood vulnerability assessment, Shucheng county and He county comprehensive efficiency value of the maximum, showed that flood vulnerability value maximum is 1. In Hefei city, Feidong county, Feixi county,Lujiang county, Wuwei county comprehensive efficiency values are below theaverage overall efficiency, low vulnerability.(5) Used to establish the vulnerability of Chaohu basin, all kinds of property curve, simulate the return period for 5 years, 10 years, 20 years, 50 years of flood disaster loss value, to set up around the probability-loss curve, calculated for each administrative region of the conditional expectation in flood disaster loss value, the map of flood risk level in chaohu basin. Hefei city is the lowest risk level, Wuwei county is the highest risk of level, Feidong county, Lujiang county, Hanshan county, He county level of risk is higher.
