First, the concepts and the methods of lightning disaster risk assessment were studied, the contents and the process of lightning disaster risk assessment were given based on the theories of disaster risk assessment and lightning disaster risk assessment in this paper. Also, the methods of lightning disaster risk assessment were analyzed from the following respects such as pregnant lightning environments, lightning disaster vulnerability and lightning damage risk estimation.Then, annual mean thunderstorm days, lightning disaster frequency, vital vulnerability module and economic vulnerability module were selected as assessment indices of risk zoning of regional lightning disaster, and the weighting distribution of assessment index was defined with AHP. The equations of lightning disaster risk estimation were established on the basis of AHP model. Meanwhile, the notions of potential vulnerability, realistic vulnerability and synthetic vulnerability were proposed to evaluate lightning disaster vulnerability. Moreover, the synthetic assessment for risk zoning and risk zoning map of thunderstorm disasters in Heilongjiang province were obtained. Scientific basis might be provided for the planning of regional prevention and reduction of lightning disaster in Heilongjiang province, and thus could be used as references for the lightning disaster risk assessment.Finally, an objective system of lightning disaster risk assessment was developed for the computer management of lightning disaster risk assessment process, the automatic processing and calculation of lightning damage risk data and the electronic management of lightning disaster risk assessment records. Not only a large number of tedious manual calculations are exempted, but also artificial errors are avoided, and the accuracy of assessment results is improved.
