In recent years, a series of crisis caused by cli mate change, such as the global droughts, frequent flood disa sters and biodiversity de crease and so on, greatly reinforce people's awareness of the climate change and its effect. The climate change is no longer a simple environment problem, but a problem need to be urgently solved associated with the resource exploitation a nd utilization. To deal with the clim ate change, first people have to address th e thinking of resource exploitation and utilization.Reasonable and orderly reso urces exploitation and efficient and integrated resource utilization are the in ternal requirement for relieving present climate change and adapting the future cha nge. This thesis focuses on thoroughly recognizing the resource exploitation and utilization in the perspective of system thinking, and defines it as three subsystem s, resource, technology and institution. By studying the three subsystems' function in resource exploitation and utilization system and analyzing the climate change's effect on each subsys tem, the thesis explores and builds the new efficient and orderly thinking for resources ex ploitation and utilization. First of all, the thesis briefly defines the concept and composition of resource exploitation and utilization system, analyzes the sys tem and clarifies the function of the resource exploitation and exploitation. Secondly, the thesis makes further discussion of the interaction and coordination am ong the resources, technology and management-governance systems, providing the thinking and me thod to realize the reasonable and orderly exploita tion and ef ficient and integrated utilization of total resources. Thirdly, the thesis discusses about the climate change that affects the three subsystems. In the discussion of the effec ts on the subs ystems, the thes is mainly summarizes the five main natural resources(climate resources, water resources, land resources, biological resources and mineral resources)affected by climate change, and explains the ch ange of the to tal resources and resources utilization structure. The affluence on the technology subsystem is m ainly reflected by the change of technology subject and technology object. In term s of the affluence on the management and governance subsystem, the thesis mainly discusses in such aspects: propose of the subsyste m, coordination a mong subjects, the use of policy tools and operating modes. Finally, for the problem with resources exploitation and utilization, the thesis proposes the suggestions and solutions that utilize the resources efficiently, dealing with the clim ate change. As the complexity and diffi culty of solving the climate change and the requirem ents of ne w thinking for the resources exploitation and utilization syste m, these suggestions a nd solutions m ainly consist of integrated exploitation for resources subsystem, eco-friendly development of t echnology subsystem and creativity of the management and governance subsystem. The series of actions can make the resources exp loitation and exploitation operation efficient and orderly.
