The 18th National Congress put forward the concept of maritime power, which meant that we should enhance our capacity for exploiting marine resources, develop the marine economy, protect the marine ecological environment, resolutely safeguard China’s maritime rights and interests. Xiangshan bay is located in the northern Zhejiang province. As a result of special geography position and abundant maritime resources, Xiangshan bay has become an important part of the economic development of Ningbo city. As the importance of development becomes more apparent, questions about it linger. In order to deal with more and more environment problems, we introduces marine management and decision-making system, abbreviated MMDS, which can not only help us manage the number of spatial information data, but deal with space problem. However, existing MMDSs mainly focuse on marine disaster prediction and environment management. They rarely service for utilization cativities of offshore space resource. Moreover, with a preset static model, they cannot work if the marine environment changes, which limits the system’s application and the deficiencies of exsiting MMDSSs. As a response to government orders, we make a depth study on numerical simulation of automation technology, marine environmental impact assessment technnology, interactive communication technology based on UDP, visualization technology, and so on. Based on these technologies, the comprehensive improvement and decision support system of the Xiangshan bay(XS-CIDSS) is developed. The major contents are summarized as follows:(1) The paper describes the ArcGIS firstly, and then introduces the process of map-building by ArcGIS and service-publishing by ArcCatalog. Map services is published by REST style, so as to realize the call by a simple url access to all resources. Then we inroduces WebGIS, which is the product of network and GIS combined. We focuses on WebGIS session process in the paper, and emphatically introduces how to choose GIS server and Web server.WebGIS is the main technology of XS-CIDSS.(2) The paper describes the process of system construction, including system targets, system policy, system structure, and system function. The four-layer framework model based on JavaEE realizes the combination of the numerical simulation of automatic program and B/S model sucessfully. The dissertation makes a depth study on the technologies, such as numerical simulation of automation technology, marine environmental impact assessment technology, interactive communication technology based on UDP, visualization technology, and so on. With the technologies above, the paper builds XS-CIDSS, which has concise control panel, easy operating and easy maintenance.(3) The paper describes specific application of the system. Using a comprehensive improvement project in a tidal flats as a model, the paper introduces the whole progress of decision-making, including new project definition, numerical model coupled with WebGIS, numerical simulation, and environmental evaluation. Regulation scheme evaluation and auxiliary decision-making model is the hard core of XS-CIDSS. It couples three-dimensional hydrodynamic model, water quality model and ecological model, so it can help achieve numerical simulation of automation. By computer techniques such as JSP, JavaScript, Servlet, DO JO, Java2D, it achieve all data’s intelligent reading and all the maps drawing automatically. Finally, the system can generate an evaluation report, which can help users with decision making. And the paper does a phrase by phrase parsing of the statement, and gets corresponding conclusion.
