Study On The System Innovation Of The Comprehensive Management Mechanism Of Groundwater Over Exploitation In Guantao County

The shortage of water resources and the phenomenon of over exploitation of groundwater has been widespread in the North China Plain,and has become a problem that must be faced and solved in the process of the development and utilization of water resources in the northern area.From the beginning of 2014,Hebei province in the province to implement the comprehensive management of groundwater overdraft pilot project,Guantao county is one of the province's water pressure mining Demonstration District 49 County,how to realize the overdraft management work long-term efficient operation,has become Guantao county to solve the current problem.The research object of this paper not only includes the new project area in the pilot project of groundwater over exploitation of groundwater in Guantao County in 2014 and 2015,but also includes the operation management mechanism in the non project area.This paper takes Guantao County groundwater system comprehensive governance mechanism of long-term effective operation as the goal,to the county agricultural irrigation water resources utilization and management situation as the background,with the scientific and reasonable utilization of agricultural irrigation water and irrigation and water conservancy projects continued operation as a breakthrough point,based on the existing Guantao County agricultural production and irrigation status and management mechanism and system analysis,combined with domestic and foreign research experience,put forward Guantao County agricultural water rights and water conservancy project management and operation mechanism reform opinions and suggestions.To the county agricultural initial allocation of water rights as the starting point,combined with the actual situation of Guantao County proposed water rights trading system construction of agricultural water price reform proposals and water bank mode,and according to the situation of water conservancy reform in Guantao county farmland put forward to deepen Guantao county farmland water conservancy project property rights system reform method.
