| The shortage of water resources is one of the key issues that constrain the sustainable development of human economy and society.Due to limited surface water resources,the extraction of groundwater for agricultural irrigation in Hebei Province is extremely common in agricultural production.However,because of the backwardness of water-saving technology,extensive management methods and other problems,a large amount of water resources are wasted and polluted,leading to serious groundwater overexploitation problems.Therefore,scientifically calculating the value of agricultural irrigation water,reasonably evaluating the efficiency and influencing factors of agricultural irrigation water,clarifying the constraints on improving agricultural irrigation water efficiency,and proposing targeted solutions are the key to reversing the situation of groundwater overexploitation and achieving sustainable utilization of agricultural water resources in Hebei Province.This paper selected Hebei Province as the research area,taking wheat and maize as representative crops,and calculated the irrigation water value of wheat and maize from2007 to 2020 based on an improved C-D production function,analyzed the spatiotemporal variation characteristics of water value;Further used the BCC-DEA model and Malmquist index to estimate the irrigation water efficiency of wheat and maize in Hebei Province,and explored its spatiotemporal evolution characteristics;Finally,combined with the factor analysis,the influencing factors of irrigation water efficiency in Hebei Province were discussed,and the following results were obtained:(1)During the research period,the average value of wheat irrigation water is[0.213,2.295]yuan/m~3,showing a fluctuating upward trend,with a spatial pattern of"central>southern>northern".The average value of maize irrigation water is[0.532,4.676]yuan/m~3,which is in a trend of"first rapidly rises,then slowly decreases,and gradually rises again",with a spatial distribution of"southern>central>northern".The overall value of irrigation water for maize has been higher than that for wheat,with differences in spatiotemporal characteristics.(2)The average comprehensive efficiency of irrigation water for wheat and maize in the study area is less than 1,which do not reach DEA effectiveness.The comprehensive water use efficiency of wheat has increased,while the water use efficiency of wheat in Baoding,Tangshan,and Hengshui is relatively low;The overall comprehensive water use efficiency of maize remains unchanged,while the water use efficiency of maize in Tangshan,Chengde,and Zhangjiakou is relatively low.(3)Reasonable planting structure,water-saving irrigation technology,and higher economic level have a positive impact on water use efficiency;water resource endowment and irrigation water consumption are negatively correlated with water use efficiency.Therefore,Hebei Province should optimize crop planting structure,popularize water-saving irrigation technology,strengthen interregional cooperation,perfect water pricing system,and enhance farmers’awareness of water-saving,so as to promote the sustainable development of agricultural production in Hebei Province. |
