Study On Seismic Safety Management Of Rural Residential Buildings In Liaoning

Liaoning province is the national agricultural big province,and Liaoning province also is an earthquake-prone provinces,seismic safety in rural areas is very low.Liaoning province rural residence is unprotected,didn’t also the corresponding mandatory laws and regulations of rural dwellings for seismic fortification requirements.Through field investigation found that the existing rural residential earthquake resistant ability is poor,lack of corresponding earthquake regulations,lack of public service government seismic safety technical guidance,lack of earthquake and construction department team of technical support,construction management,construction quality supervision and management,lack of funds safeguard,aseismic reinforcement,reconstruction and aboat preventing earthquake disasters‘s awareness;In this situation,if in the vast rural of a destructive earthquake,the consequences would be unthinkable.So the rural earthquake safety problems need to solve.To help rural residents to create a safe living environment at the same time,guarantee the farmers’ life and property safety,also is our country government must complete the task of building a moderately prosperous society in an all-round way and mission.In this paper,using the methods of literature analysis,social investigation method,studied the domestic and foreign research situation of the management of rural residential earthquake safety problems,learning to understand the national public security related theoretical basis.Through on-the-spot investigation to understand the current situation of rural residential area in liaoning,the implementation of the rural earthquake safety management policies,the liaoning province deeply analyzes the present situation of rural residential earthquake safety,sum up the liaoning province rural residential earthquake security management of rural residential and safety management system is not sound,the lack of legal security for rural residential earthquake safety management,farmers themselves shockproof consciousness is weak,and promote the construction of rural residential earthquake safety problems such as funds cannot guarantee the essence and the reasons.Finally,this paper discusses and puts forward the perfect management system,improve the rule of law guarantee,strengthen the public service,set up perfect quality supervision system,establish and improve the liaoning seismic safety education mechanism and improve the rural residential renovation fund safeguard mechanism and countermeasures to solve the rural seismic safety management problem in liaoning province.Seismic safety belongs to the category of national security,the earthquake can’t be avoided,but can use scientific means to try to reduce the earthquake disaster losses.This paper argues that,to the comprehensive construction well-off society and new rural construction as an opportunity to improve the management system,increase the supply of public services in rural areas,strengthen the construction of earthquake and construction sector in rural of technical support,using various means and media to improve the awareness of protecting against and mitigating earthquake disasters,earthquake-resistant housing fund security system should be established in order to accelerate the rural dangerous house renovation project construction,in order to achieve the purpose of improve the rural residential earthquake resistant capability for.
