Maintenance& Modification of the offshore platform is an effective way to reduce cost and to increase the efficiency of offshore energy production.Therefore,the thorough planning for cost control of maintenance &modification is the prerequisite for realizing the cost saving and efficiency improvement.Such experience of successfully implemented projects is also the valuable reference for managing engineering cost of construction and installation in future projects.Moreover,the engineering phase is the initial stage of any platform maintenance& modification project,hence,proper planning of platform maintenance& modification has not only a positive implication on overall cost but also provides guidelines for implementing cost control.This thesis introduces the standard costing to the cost control study of the platform retrofit.By analyzing the relationship between standard labor time and standard labor rate,the standard costing index of engineering is derived for various disciplines include overall piping,HVAC,structural,electrical,instrument control/communication,outfitting,water supply and drainage,security,design management and administrative,etc.,then design standard costing indicesare used to construct standard cost control model of engineering cost in platform retrofitting project.The feasibility and effectiveness of the model are verified by comparing actual cost data collected by the company with the calculated results from the standard cost control model.At the same time,the accuracy and economics of the result and influencing factors are analyzed,which also lays the foundation for the cost control‘s application and popularization in the engineering of offshore platform retrofitting.Research results show that it is feasible that to adopt this model to estimate the cost and hereby set the control target of the engineering cost for offshore platforms renovation.In comparison with the traditional cost estimating method,using this model to estimate cost are characterized by its high accuracy,fewer man-hours and high speed,which leads substantial improvement of enterprise's management in three aspects including raising internal work efficiency,reducing internal operation cost and strengthening market competitiveness.This paper offers the reference for the cost control of engineering cost in platform retrofit.
