Sea Areas Management Problem Study Under The New Situation

Sea areas as a type of public resource and national asset,are the actual carrier of marine economic development and ocean development and utilization,the direct object of marine economy management,and also the link which is closely related to the problems and conflicts occurring in the areas of economy,people's livelihood,environment,etc.At present,as the social economy develops rapidly,the bottleneck constraints of land become more and more obvious.Though the scale of tideland reclamation is increasing continuously,it is adversely influenced by factors such as long period of construction and development,difficulty in introducing projects,time difference between construction and development and when benefits are generated,and the conflicts between large scale of sea for construction and low rate of actual utilization.All of these conflicts are becoming more and more serious.In addition,because of the bottleneck of system in terms of transferring the sea for industry,cities and towns to be used for agricultural reclamation,the path to trade time with space in the form of exchange has not been opened up,and it also hinders the reclamation districts from giving play to their multiple functions and generating comprehensive benefits quickly.Under the new situation,it is of great importance to study the management on sea area utilization so as to optimize the ownership of sea areas,plan regional sea utilization,make use of sea resources effectively and avoid the “tragedy of caused by public area”.Purpose of this study: taking sea area comprehensive management of Wenzhou as an example,and by means of consulting literatures,field visit,market research,public questionnaires,etc.,the author aims to thoroughly discuss about the problems that will be and have been encountered by local sea area comprehensive management based on the internal data and materials of Wenhzou Ocean Bureau,the author's experience from working as a frontline manager,as well as information collected from various channels.By studying the case,the author also aims to offer feasible countermeasures and schemes,explore new modes for sea area comprehensive management in the future,and provide new reference for research on the practice of sea area comprehensive management.There are four sections in this paper: the first part is to analyze the background and significance to study the management of sea area utilization,introduce the situation of research at home and abroad,define the contents of and methods used in this paper,innovation and deficiencies of the paper;the second part is to introduce the features of the sea areas of Wenzhou,the status quo of management on sea area utilization,and the development planning for Wenzhou sea area management;the third part is to study the problems encountered in management on sea area utilization in Wenzhou,and emphasis is laid on discussing the three major problems regarding the comprehensive coordination mechanism,unclear scope of management on sea area utilization,ambiguous responsibilities and rights,and incomplete supporting systems;the fourth part is to offer advices,which is also the conclusion of this paper.It provides advices on managing sea area utilization by putting forward such six countermeasures as guided by overall planning for land and sea,extending the management chain,establishing asset systems,reflecting resource value,intensive and highly efficient supply,bay governance and renovation.
