Our country has a vast territory, there are a variety of natural disasters every year, causing huge losses to people's lives and property,and one of the most important disasters is the disastrous weather.According to the basic situation of the national natural disaster in 2016 issued by the National Disaster Reduction Office of the Ministry of Civil Affairs,there are 59 times Severe Convection Weather events occurred in the whole country alone in 2016. According to statistics, only 27,281,000 people were affected by hail disasters,and the hail disasters caused 251 people's deaths and 2908 thousand hectares crops were damaged.The direct economic losses of hail disasters is 46.39 billion yuan.According to the problems of Meteorological Bureau of Henan province lack of disaster weather monitoring and warning system which has all functions and distribution of meteorological resources, based on the B / S architecture, uses the WebGIS technology, the internet technology, the computer technology and the database technology to develop the disaster monitoring and warning system of Henan Province;And based on the disaster weather monitoring and warning process,based on the MySQL database design the disaster weather monitoring and warning database architecture; Based on ArcGIS API for JavaScript and object-oriented language C # and WebGIS technology to achieve the visualization of meteorological information; Using Ajax and the warning index system of the disastrous weather to achieve real-time monitoring of weather conditions in Henan Province and the automatic identification and alarm of severe weather; Using the spatial data analysis ability of GIS,realize the function of weather factor analysis ,for example use the pressure datas in the database to generate the isobars and other products to help the users to analyse the meteorological elements. In addition the system also has the function of displaying the Meteorological data product and the united defence to the warning of severe weather. The displaying function integrates the Meteorological data product in different servers into the same platform and improves the using efficiency of Meteorological data; The function of united defence to the warning of severe weather provides the early warning products online making and distribution and the feedback function from the subordinate metropolitan weather bureau to the upper level meteorological bureau to improve the interaction between the provincial and municipal meteorological departments. Through the platform to provide the technology support for real-time weather and disaster weather monitoring, forecasting and early warning,and improve the guidance of provincial meteorological bureau to the county bureau's work, and relief the working pressure and working strength of operational staff.
